In-Home Supportive Services

Orange County In-Home Supportive Services (IHSS) helps eligible older adults, blind individuals, and people with disabilities receive assistance that allows them to remain safely in their own homes. This article explains how IHSS works, who may qualify, what services may be available, how to apply, how needs are assessed, how providers are selected, and how recipients and providers manage ongoing IHSS responsibilities through official County of Orange Social Services Agency systems.

IHSS Program Purpose

The County of Orange Social Services Agency operates the In-Home Supportive Services program for residents who have difficulty caring for themselves and cannot safely remain at home without assistance. The program is designed for people who may otherwise need care outside their homes, including individuals who could return home from hospitals, nursing homes, or board and care homes if they receive needed support.

IHSS does not provide a general housekeeping service for all residents. Eligibility is based on the applicant’s circumstances, including disability, blindness, age, ability to live safely at home, and financial requirements. More information about the program is available through the official In-Home Supportive Services information page from the County of Orange Social Services Agency.

Who May Qualify

An applicant must meet all IHSS eligibility requirements before receiving services. The program considers both personal circumstances and financial requirements when reviewing an application.

A person may qualify when they meet these conditions:

The person is disabled, blind, or age 65 or older.
The person cannot live safely at home without assistance.
The person meets the IHSS financial need requirements.

Financial Requirements

IHSS applicants must meet monthly income limits and asset limits for resources they own. Resources may include savings, investments, certain property, and personal possessions. Some exceptions may apply depending on the individual situation.

People who receive Supplemental Security Income (SSI/SSP) automatically meet the IHSS financial need requirement. Individuals with income above SSI/SSP limits may still qualify, but they may be required to pay part of the cost of services through the IHSS Share-of-Cost program.

IHSS Services Available

The services approved through IHSS depend on the applicant’s assessed needs. A County IHSS social worker reviews the person’s situation and determines which services may be authorized and how much time may be provided.

Services that may be available include:

Household and heavy cleaning.

Meal preparation.

Laundry.

Reasonable shopping and errands.

Personal care services, including feeding, bathing, bowel and bladder care, dressing, and related assistance.

Transportation assistance for medical appointments and health-related services.

Paramedical care services.

The amount of approved assistance is based on the individual’s needs. IHSS social workers review information such as medical condition, living arrangements, help available from family members or other resources, and state guidelines for completing specific tasks.

IHSS Needs Assessment

A needs assessment is a key part of the IHSS approval process. A social worker completes a face-to-face appointment in the applicant’s home to collect information about the person’s daily care needs and living situation.

The assessment considers the applicant’s medical condition, the home environment, and any assistance already available from family, friends, or community resources. Information from doctors and other sources may also be considered when reviewing the need for services.

The results of the assessment determine which IHSS services are authorized. The assessment does not automatically approve every requested service; authorized services are based on the documented needs and applicable program guidelines.

Applying for IHSS

Residents who want to apply for Orange County IHSS can submit an application through the County of Orange Social Services Agency. Applicants may request information, begin the application process, or provide documents connected with a pending case.

The official IHSS application page provides application instructions and options for submitting completed forms.

Application Submission Options

Completed IHSS applications may be submitted using the methods provided by the County:

Fax a completed application to 714-825-3001.
Mail completed applications to P.O. Box 22006, Santa Ana, CA 92702.
Drop off completed applications in the secured drop box outside the front doors of the IHSS office.
Email completed applications to IHSSapplications@ssa.ocgov.com.

Applicants may also obtain printed IHSS applications from the County IHSS office. The application process requires accurate information so the County can review eligibility and determine next steps.

Submitting Documents Securely

Applicants and current IHSS recipients may need to send documents to their IHSS worker for pending or active cases. The County of Orange Social Services Agency provides a secure electronic option for submitting requests or documents through the SSA Submit system.

This option can be used by people seeking more information about IHSS or by individuals who need to provide documents related to an existing case. Submitting documents through the correct County system helps ensure information reaches the appropriate worker.

Choosing an IHSS Provider

In Orange County, IHSS recipients hire, terminate, and supervise their own providers. The IHSS social worker determines the authorized services and approved hours, while the recipient manages the working relationship with the provider.

Recipients who need help finding a provider may receive assistance from their IHSS social worker or the Orange County IHSS Public Authority. The Public Authority maintains a Registry of IHSS providers, conducts provider recruitment and screening, facilitates training for consumers and providers, and assists providers with enrollment requirements.

The County’s IHSS provider information page explains available options for locating providers through the Public Authority.

Provider Requirements

IHSS providers must meet program requirements before providing paid services. Providers must provide documentation showing they are legally eligible to work in the United States. Additional requirements may apply depending on the provider’s circumstances.

Provider Payments and Timesheets

IHSS providers are paid through the State of California after required timesheets are completed and submitted. IHSS clients and providers must sign and date timesheets before they are submitted by providers.

IHSS providers and recipients can manage timesheets and payment information through electronic systems. The County provides information about electronic timesheet and payment services through the official IHSS Electronic Timesheet and Payment Services Portal.

Electronic Timesheet Options

Providers and recipients may enroll in the Electronic Timesheet System (ETS) or the Telephonic Timesheet System (TTS). These secure systems allow providers to submit timesheets and allow recipients to review, reject, or approve timesheets.

Electronic services may also allow users to:

View IHSS timesheet and payment status.
Review payment history.
Reduce timesheet errors.
Manage provider direct deposit enrollment.
Submit sick-leave claims.

To enroll in ETS, users need a Provider/Recipient number, Social Security number, and valid email address. TTS enrollment is available by phone and does not require an email address.

Direct Deposit Options

IHSS providers may choose direct deposit as an option for receiving IHSS/WPCS paychecks. With direct deposit, payments are deposited into a checking or savings account instead of being mailed through the U.S. Postal Service.

The County provides information about enrollment options through the official IHSS Direct Deposit page.

Providers may enroll by completing the SOC 829 form and mailing it to the Provider Forms Processing Center, or by enrolling online through the State IHSS website. Providers who need assistance with direct deposit may contact the Provider Direct Deposit Help Desk.

Managing Provider Updates

Existing IHSS providers do not always need to visit the IHSS office for payroll or provider update requests. The IHSS Accounting Inbox is available for provider-related questions involving payroll inquiries, hour discrepancies, earning verification, tax questions, electronic timesheet enrollment, and provider changes.

When sending a provider-related request, the email should include the provider’s first and last name, provider number, best contact phone number, recipient’s name, recipient case number, and a brief description of the request.

IHSS Share-of-Cost

Some IHSS recipients with higher income may still qualify through the Share-of-Cost program. Share-of-Cost allows a person to receive IHSS services while paying part of the cost of those services.

The recipient pays the required share amount to the IHSS provider each month, and the State of California pays the remaining amount to the provider. The amount of Share-of-Cost depends on the individual’s financial situation and IHSS rules.

Common IHSS Process Issues

Many IHSS delays or problems can be avoided by providing complete information and using the correct County systems. Applicants and recipients should keep case information current and submit requested documents through approved methods.

Submit applications with complete information.
Provide requested documents for pending or active cases.
Keep provider and recipient information accurate.
Use electronic systems when managing timesheets and payment services.
Confirm that provider information matches IHSS records when requesting updates.
